US justice dept. uses double standard?

The US justice department says that it will not seek a civil rights case in the shooting of Sean Bell. Bell was shot multiple times by policemen on his wedding day, the police men are still at work for the department. Bells fiancé says that if Sean Bell was white, this case would be different. Marina Portnaya says that police brutality extends beyond New York and that there is a public distrust.
