Is the Taliban being paid off not to fight?

Independant contractors are paying off the Taliban. Barak Hoffman discuss the negotiations that are going on with the Taliban in order for them not to fight. The concerns over the cash paid is that they will continue to fight regardless of payment. U.S. policy is to help provide security and build up the Afghan security forces for them to take over the fight against the Taliban.
