Political situation in Bosnia can't conform to Western ideals

The European Court of Human Rights have ruled in favor of two men who wanted to run for election in Bosnia, but couldn't because they were members of ethnic minorities. Although on the surface the judgement seems obvious, the issues involved are more complex and go back to the breakup of Yugoslavia and the regional wars of the 1990s.
