U.S. taking charge of local Afghan administration

Run-off elections in Afghanistan have been scheduled for Nov. 7 with the hope that the second round of voting will produce a legitimate government. In the meantime, the U.S. administration is trying to decide how many more troops to send into the country. Gilles Dorronsoro, an expert on Afghanistan at the Carnegie Endowment, says that the U.S. may be waiting to send more troops, but is working behind the scenes to take charge of local administrations.
