Iran reveals another nuclear plant. Warning signal to Obama?

Iran has revealed it's running another uranium enrichment plant which had not been previously declared.
Tehran sent an official letter to the head office of the International Atomic Energy Agency. Will Iran be once again accused of turning its nuclear program into a military one?
