It’s now common knowledge how incredibly quickly—and secretively—the steel from the WTC towers was shipped to foundries in China, S.Korea and India to be melted down and reused. None of the steel was put out to competitive bid in the US. More than 90 percent of it was sold to two local scrap metal dealers: Metal Management of Newark, NJ, and Hugo Neu Schnitzer East of New York. Both companies were hand-picked by Giuliani. Within days, these companies sold the steel as scrap to the foundries in the Far East for $120 per ton. The going rate was $150 per ton. This was the biggest crime scene in history.
At the very least, the steel should have been recycled only after significant representative samples had been retained for a thorough and meticulous forensic investigation by an officially appointed agency under legal governance.
Some of the WTC steel was trucked to the Fresh Kills land fill to be buried. Federal officials overseeing the clean-up operation, in conjunction with Giuliani's office, resorted to extraordinary measures to insure that none of the steel went missing on the way to the dump site. Over 85 tons of structural steel was hauled away from Ground Zero in a fleet of 240 specially-acquired trucks equipped with GPS tracking devices, and operated under NYPD escort. The city initiated the use of this special in-vehicle GPS system on November 26, 2001 in order to monitor the locations of trucks traveling to and fro the docks and Fresh Kills. A special “control center” was set up to monitor the movement of every single truck in the fleet. Before the sudden launching of this sophisticated tracking system, the city relied on a paper-based system for tracking traffic and load data. Drivers were actually fired for inadvertently straying off course, or for even taking too long a lunch break, such was the urgency and level of security of this operation. And all this for scrap?
